Peningkatan Kapasitas Pelaku Usaha Melalui Ekonomi Biru Guna Meningkatkan Penyerapan Tenaga Kerja Di Pesisir Kabupaten Serang (Enhancing the Capacity of Entrepreneurs through Blue Economy to Increase Employment Absorption in the Coastal Areas of Serang Regency)

Besarnya potensi kekayaan laut dan kawasan pesisir pantai di Indonesia belum menghadirkan kesejahteraan bagi masyarakat, beberapa faktor yang dapat menjelaskan fenomena ini antara lain rendahnya aspek ekonomi, sosial dan lingkungan. Kabupaten Serang terdapat 8 kecamatan yang merupakan wilayah pesisir membentang sepanjang 29 Km garis pantai, serta 17 pulau kecil. Kabupaten Serang menetapkan kawasan minapolitan sebagai bagian wilayah yang mempunyai fungsi utama ekonomi. Kawasan minapolitan adalah suatu bagian wilayah yang mempunyai fungsi utama ekonomi yang terdiri dari sentra produksi, pengolahan, pemasaran komoditas perikanan,pelayanan jasa, dan/atau kegiatan pendukung lainnya. Lokasi kawasan minapolitan serta sasaran Pengabdian kepada Masyarakat (PkM) adalah para Kelompok Pengolah dan Pemasar perikanan (Poklahsar) di Kecamatan Pontang, Tirtayasa dan Tanara. Ketersediaan lapangan kerja masih menjadi isu di tengah pengangguran terbuka, mencapai 10,61% di Kabupaten Serang pada tahun 2021. Diversifikasi produk pengolahan perlu dikembangkan, namun sisi lain dari proses produksi para pelaku usaha di kawasan minapolitan menyisakan limbah sisa ikan yang tidak digunakan sebagai bahan baku dapat menyebabkan pencemaran lingkungan. Melalui PkM dengan pendekatan observasi, sosialisasi, unjuk ide implementasi ekonomi biru dari pelaku usaha, pendampingan pelaku usaha ini diharapkan mendukung para pengolah perikanan di kawasan minapolitan memiliki pemahaman ekonomi biru yang menjadi rencana besar pemerintah di sektor kelautan dan perikanan tahun 2024. Mampu menghasilkan produk turunan di pelaku usaha pengolah perikanan yang dapat menciptakan lapangan kerja baru, mengedepankan praktik berkelanjutan dan kelestarian lingkungan pesisir. Pematerian yang dilakukan pada saat sosialisasi kegiatan pengabdian memiliki dampak yang cukup signifikan terhadap pengetahuan serta pemahaman para Kelompok Pengolah Pemasar (Poklahsar) selaku peserta dalam kegiatan pengabdian ini. Hal ini dibuktikan dengan meningkatnya nilai persentase sebanyak 97%, jumlah ini meningkat 24% dari nilai presentase hasil pre-test sebelumnya 74%.
Abstract. The vast potential of marine wealth and coastal areas in Indonesia has yet to bring prosperity to the community. Several factors explain this phenomenon, including low economic, social, and environmental aspects. Serang Regency comprises eight coastal districts stretching along a 29 km coastline and includes 17 small islands. The regency has designated the minapolitan area as a region with a primary economic function. The minapolitan area is a designated zone focused on economic functions, including production centers, processing, marketing of fishery commodities, service provision, and/or other supporting activities. The location of the minapolitan area and the target of the Community Service Program (PkM) are the Fish Processing and Marketing Groups (Poklahsar) in the districts of Pontang, Tirtayasa, and Tanara. The availability of job opportunities remains a critical issue amid an open unemployment rate of 10.61% in Serang Regency as of 2021. There is a need to develop product diversification in processing; however, the production processes of entrepreneurs in the minapolitan area generate fish waste that can lead to environmental pollution. Through PkM with an approach that includes observation, socialization, and showcasing the implementation of the blue economy by entrepreneurs, this assistance aims to support fish processors in the minapolitan area in understanding the blue economy, which is a significant government plan for the marine and fisheries sector in 2024. This initiative is expected to produce derivative products from fish processing entrepreneurs that can create new job opportunities, promote sustainable practices, and ensure the preservation of coastal environments. The training conducted during the socialization of the community service activities has had a significant impact on the knowledge and understanding of the Fish Processing and Marketing Groups (Poklahsar) participating in this program. This is evidenced by an increase in the percentage score of 97%, which represents a 24% improvement from the pre-test score of 74%.
