The law aims to coordinate the activities of community members where these activities always change according to changes in society. Therefore the law feels obliged to intervene more seriously and directly in the form of legal rules. This research is research literature using a descriptive qualitative approach. Social change in a society in this world is a normal thing, which is not normal even if there is no change. Likewise with law, the law used in a nation is a reflection of the social life of the society concerned. By paying attention to the character of a law that applies in a society (nation), the character of social life in that society will also be seen.
